At approximately 3:00 PM, yesterday, 01/24/14, the Court learned that its Internet site was down and access to PACER/CM/ECF and all services were not available to the public. Further, it was not possible to use this list service to  provide details to you until all services were restored.  The trouble was of a Judiciary wide nature which was immediately escalated to the highest level of national support.

All systems officially became available at approximately 10:30 PM, 01/24/14.
