All fee applications (including pending applications) must comply with Local Rule 2016-1 and include an agreement signed by both the Debtor and attorney setting forth the fee structure.  This is required for ALL Chapter 13 fee applications regardless of the fee structure and is in addition to the Court-Approved Retention Agreement (CARA).  Failure to comply with this procedure may result in the denial of the fee application.
